现代战争要求战时群众工作发挥凝聚功能,着眼群众的心理特点,具备快速反应能力,做好防间保密工作。改革开放以来,东南沿海地区社会经济飞速发展,给驻区部队开展战时群众工作带来了新的机遇和挑战。做好东南沿海部队战时群众工作,要加强组织领导,适应时代发展需要,贴近实战需要,创新战时群众工作途径,适应战时快速反应需要,提高政治机关工作效率和政工干部的综合素质。
The modern war calls for the mass work in the wartime to exert its cohesive function, focus on the psychological characteristics of the masses, have quick reaction capabilities and do well in the work of preventing confidentiality and secrecy. Since the introduction of the policy of reform and opening up, the rapid social and economic development in the southeastern coastal areas has brought new opportunities and challenges to the military forces stationed in the war zone in the wartime. We should do a good job in wartime work for the southeastern coastal units in wartime.
