自1998年国际劳工组织大会确立基本劳工标准以来,发达国家与发展中国家在该标准的执行上存在严重的分歧,文章从辨析推行全球核心劳工标准的理论基础——“倒退的竞争理论”入手,指出该理论温和派和强硬派存在的缺陷,进而对发展中国家执行核心劳工标准之利弊展开分析,指出发展中国家在双重经济、非正规企业以及贫穷问题三因素影响下对核心劳工标准应采取的态度,最后是作者就中国如何应对国际核心劳工标准之争的几点思考。
Since the ILO General Assembly established the basic labor standards in 1998, there have been serious differences between the developed countries and the developing countries in the implementation of this standard. He pointed out that developing countries should respond to the core labor standards under the influence of the dual economy, the informal enterprises and the three factors of poverty Finally, it is the author’s thoughts on how to deal with the dispute over the international core labor standards in China.
