Basic public services generally refer to providing institutional arrangements for all residents in areas such as social security, education, employment, old-age pension, housing, health and culture so as to safeguard their basic living and development needs. Equalization of basic public services means that in the field of basic public services, residents should enjoy the same rights and enjoy basic public services of comparable levels. With the economic development and social transformation, profound changes have taken place in the basic needs of our residents. This requires accelerating the establishment of a basic public service system covering all members of the society and gradually realizing the equalization of basic public services.
