实行“特殊政策、灵活措施”近八年来,福建省在吸收外资、引进技术和管理经验等方面取得了一定成效。在此期间,累计批准的外资合同1051项,实际使用外资为5.12亿美元。在兴办的888家“三资”企业中,已有400多家企业正式投产。其中,侨资项目占全省外商直接投资项目的93.5％,合同金额占总金额的84％。但近年来,本省却遇到华侨投资减少、甚至出现不少闽籍华侨抽回资本转到外省投资等问题,这不能不引起我们的深思。
In the past eight years since the implementation of “special policies and flexible measures”, Fujian Province has made some achievements in attracting foreign investment, introducing technology and management experience. During this period, a total of 1051 foreign-funded contracts were approved, with actually utilized foreign investment of 512 million U.S. dollars. Of the 888 “three-funded” enterprises set up, more than 400 enterprises have officially started operation. Among them, the overseas funded projects accounted for 93.5% of the province’s foreign direct investment projects, the contract amount of 84% of the total amount. However, in recent years, the province has encountered less investment in overseas Chinese, and even many overseas Chinese migrants from Fujian have returned to other provinces for investment. This can not but arouse our deep consideration.
