领导是领导科学的核心内容,而政策、决策是领导活动的中心任务。20世纪90年代以来,私营部门、第三部门以及各种社会运动出现在管理公共事务,参与公共决策的大舞台上,这些非政府部门与政府部门就共同关心的问题采取着集体行动。政府不可以再垄断公共事务管理的活动,不再是公共决策的唯一主体,不能只采用自上而下的行政领导,政府应当改进怎样的一种领导方式,以顺应这种潮流,正是本文讨论的核心所在。
Leadership is the core of leading science, and policy and decision making are the central tasks of leadership activities. Since the 1990s, the private sector, the third sector and various social movements have emerged on the big stage of managing public affairs and participating in public decision-making. These non-governmental departments and government departments take collective actions on issues of common interest. The government can no longer monopolize the management of public affairs and is no longer the sole subject of public decision-making. Instead of using top-down executive leadership, what kind of leadership should be improved by the government in order to adapt to this trend? The heart of the discussion.
