In light of the current complex international and domestic security situation and the readjustment of national security and development strategies by many countries, the national defense industry’s positioning and role in the country’s security and development have also shown many new features. The defense science and technology industry has been elevated to a strategic height. The characteristics of modernized high-tech weaponry and fast-track warfare have prompted the national defense science and technology industries to change from the backstage of their military capabilities to the front-end role of strategic confrontation. Such as Russia since 2014, “National Security Strategy” and “military doctrine” will be the development of national defense industry as a strategic goal
