江泽民同志指出:“讲落实,归根结底要往基层落实”,“当干部的要先想到士兵、多想到士兵,领导机关要先想到基层、多想到基层。”衡量一个党委和机关工作政绩和形势好不好,关键是看工作有没有落实到基层,基层全面建设搞得好不好.因此,必须始终把工作的着眼点和落脚点放到基层。当前基层抓落实要着力抓好以下问题。
