本文运用集体理性框架分析运输管理部门之间的决策博弈过程,提出一种新的制度安排,使得运输部门决策的个体理性向集体理性过渡;比较分析了三种不同运输管理模式的优势和劣势,给出我国更适合集中型运输管理模式的政策建议。
In this paper, a collective rational framework is used to analyze the process of decision-making and game among transportation management departments, and a new institutional arrangement is proposed to make the individual rationality of the transportation department’s decision-making transition to collective rationality. The advantages and disadvantages of the three different modes of transportation management are compared and analyzed. Given our country is more suitable for centralized transport management policy recommendations.
