农村小型水利工程建设还没有形成有效的管理机制,农民还是一等、二靠、三要政府投入建设和改造,即使对一些病险水库进行了除险加固及新建了一些水利工程。但由于没有专人管理和养护,不久又会出现新的病情和险情,造成反复投资、多次重修的恶性循环。因此,改革现有农村水利工程管理体制,积极稳步推进小型水利工程产权和管理体制改革,建立管理长效机制,确保工程效益长久发挥,势在必行。针对禹州市农村小型水利工程的现状分析原因,并提出解决建议,使农村小型水利基础设施建设发挥更大效益,推动社会经济的发展。
The construction of rural small-scale water conservancy projects has not yet formed an effective management mechanism. Peasants are still first-class, second-class and third-class governments that have invested in the construction and renovation of some small reservoirs, even though some dangerous reservoirs have been eliminated and reinforced and some new water conservancy projects have been constructed. However, due to the lack of personal management and maintenance, new conditions and dangerous conditions will soon emerge, causing a vicious cycle of repeated investment and repeated rehabilitation. Therefore, it is imperative to reform the management system of existing rural water conservancy projects, actively and steadily push forward the reform of property rights and management systems for small-scale water conservancy projects, establish a long-term management mechanism to ensure long-term project benefits. According to the current situation of rural small-scale water conservancy project in Yuzhou City, the paper analyzes the reasons of the current situation and puts forward some suggestions to make the rural small-scale water conservancy infrastructure play greater benefits and promote the social and economic development.
