从公共管理(public management)在西方近30年左右的历史来讲,它演变的复杂性、所期待解决的问题的辩证性、全球性,目前正在演化为中国的本土问题。把握这种演变确实需要一个总体意识,需要理性反思。否则,我们谈论的公共管理问题就缺乏本土性。公共管理可能只会陷入一种单纯的智力游戏。当然,这种思考必须建立在对于当代中国社会对公共管理的需求基础上,建立在理论界对于公共管理问题的深入思考的基点上。
From the history of public management in the West for about 30 years, the complexity of its evolution and the dialecticalness and globality of the problems to be solved have now evolved into China’s indigenous problems. Grasp this evolution does need a general awareness, the need for rational reflection. Otherwise, the public administration issues we are talking about lack local characteristics. Public management may only fall into a purely intellectual game. Of course, this kind of thinking must be based on the need of contemporary Chinese society for public administration, based on theoretical considerations for public administration on the basis of in-depth thinking.
