电力市场建设在我国是一个新生事物,正处在试点、探索阶段,迫切需要我们以科学的发展观为指导,坚持解放思想、实事求是、与时俱进,从我国能源与电力资源分布实际出发,全面总结分析国内外电力市场改革与建设的现状及存在的问题,深刻认识构建定位准确、结构合理、竞争有序、和谐发展的三级电力市场体系的客观性、科学性和紧迫性,把国家电力市场建设作为一项重大而紧迫的战略任务抓紧抓好,更大程度地发挥市场在资源配置中的基础性作用,实现我国的能源发展战略。
Power market construction is a new thing in our country. It is in the stage of pilot and exploration. It urgently needs us to be guided by the scientific concept of development. We must persist in emancipating the mind, seeking truth from facts and advancing with the times. Starting from the reality of the distribution of energy and power resources in our country, This paper comprehensively summarizes the current situation and existing problems of the reform and construction of power market at home and abroad, profoundly understands the objectivity, scientificity and urgency of building a tertiary electricity market system with accurate positioning, rational structure, orderly competition and harmonious development. As a major and urgent strategic task, the construction of the power market should pay close attention to it, give greater play to the market’s fundamental role in the allocation of resources and realize our energy development strategy.
