在开展无职务党员设岗定责活动中,我区紧紧把握住广大党员发挥先锋模范作用和实现自身价值的内在要求,在激活无职务党员的内动力上下功夫。针对怀柔农村实际情况,区委提出了试点工作必须做到五个结合,即与农村党员党性教育相结合,教育党员、干部既要讲权利更要尽义务,正确处理组织与个人之间的相互关系;与“四民”活动相结合,镇村干部进村入户调查摸底,全面了解党员队伍的基本状况和每个党员的能力素质,了解当前群众关心的热点难点问题;同学习贯彻“三个代表”重要思想相结合,使广大党员认识到设岗定责工作是为农村无职务党员保持先进性、身体力行“三个代表”重要思想提供的具体实践舞台;与加强基层组织建设相结合,增强基层党组织的战斗
