最近,“市场经济与中国论坛”的40多位专家学者聚会江苏省委党校,就如何进一步推进江苏区域经济协调发展问题进行了热烈的探讨,现摘要如下: 江苏省社会科学院研究员沈立人提出,区域经济协调发展问题已经有所议论,后进地区尤感迫切。现在讨论这个问题,从三中全会看,已经列入重要的议事日程,并且有了规划和对策。所以,这次讨论是及时的。重要的是结合江苏实际,尽快落实。一、五中全会时此问题的决策。 1、《建议》本身,提出必须高度重视和下大力气解决关系全局的重大问题中,包括了“地区发展差距扩大”;在指导方针中,第八条是“坚持区域经济协调发展,逐步缩小地区发展差距”;在主要任务和战略布局中,提出要引导地区经济健康发展,促进全国经济合理布局,并对东部和中西部有具体安排。2、李鹏同志对《建议》所作说明,专列“地区经济协调发展问题”。3、江泽民同志在闭幕时的讲话,若干重大关系之一就是“东部地区和中西地区的关系”。以上各点,提法和角度总不尽相同,实质上都围绕“区域协调”。二、三中全会讲的是全国情况、问题和方针、政策。在一个省,也有区域协调问题,但与全国不尽相同。1、省内差距小于全国。全国东西部是发达和欠发达之差,江苏南北部是先发达和后发达之差(苏南超前,苏北在全国并不落
