国务院公布的《工伤保险条例》,是我国社会保障体系建设中的一件大事。这个条例的公布施行,对规范工伤保险制度,促进工伤预防和职业康复,进一步维护职工的合法权益,具有十分重要的意义。工伤职工合法权益的保障工作,关系广大劳动者的切身利益。作为世界上最大的发展中国家,我国发展劳动和社会保障事业的任务十分艰巨。我国政府从本国国情出发,依据《中华人民共和国宪法》和《中华人民共和国劳动法》,努力提高劳动和社会保障管理服务水平,取得了巨大成就。早在1951年政务院公布的《中华人民共和国劳动保险条例》中,就对职工工伤的救治、补偿等事项作了规定,对当时保障职工生活、促进经济建设和社会安定发挥了积极作用。改革开放后,我国政府开始对工伤保险进行改革,劳动部在广泛试点的基础上,于
