第六届全国人民代表大会财政经济委员会从5月12日起,就开始审查财政部提出的1983年国家决算和1984年国家预算草案的有关数字和报告。这次大会期间,我们听取了国务委员兼财政部长王丙乾关于1983年国家决算和1984年国家预算草案的报告,研究了大会代表们提出的意见,再次审查了1983年国家决算和1984年国家预算草案。现将审查结果报告如下: 国务院提出的1983年国家决算,总收入1,248.99亿元,完成预算的101.4%,比上年增长11.1%(其中,国内收入完成预算的102.8%,比上年增长 11.7%);总支出1,292.45亿元,完成预算的102.4%,比上年增长12.1%。收支相抵,财政赤字43.46亿元,比预算所列的赤字增加13.46亿
Starting from May 12, the 6th National People’s Congress Financial and Economic Committee started to examine the figures and reports submitted by the Ministry of Finance on the national accounts for 1983 and the draft national budget for 1984. During the conference, we heard the report by State Councilor Wang Bingqian, Minister of State and Minister of Finance, on the State Accounts of 1983 and the Draft State Budget of 1984, studied the opinions put forward by the representatives of the General Assembly, reviewed the State Accounts of 1983 and the Draft State Budget of 1984 . The examination results are hereby reported as follows: The state final accounts formulated in 1983 by the State Council, with a total revenue of 124.899 billion yuan, completed 101.4% of the budget, an increase of 11.1% over the previous year (of which 102.8% of the domestic revenue was completed, an increase of 11.7% ); Total expenditure was 129.245 billion yuan, 102.4% of the completed budget, an increase of 12.1% over the previous year. The balance of payments had a deficit of 4.346 billion yuan, an increase of 1.346 billion from the budget deficit
