邓小平南巡讲话以后，我国吸引外资工作有了突破性进展，但外商资金不到位、直接以人民币投资、国内企业以国外企业的名义的返投资等虚假合资现象也随之出现。虚假合资从多方面损害了我国的利益，有百弊而无一利，本文认为，造成虚假合资的主要原因是一个社会系统性的原因，防止和打击虚假合资的工作也必须是一个系统的“工程”，并提出了对策。
After Deng Xiaoping’s southern tour speech, China made breakthroughs in attracting foreign investment. However, foreign investors did not have enough funds to invest directly in the renminbi. False joint ventures like domestic companies returning to invest in the name of foreign enterprises also emerged. False joint ventures have hurt our country’s interests in many aspects. There are many disadvantages and no benefits. This article argues that the main reason for creating false joint ventures is a socially systematic reason. The prevention and crackdown of false joint ventures must also be a systematic “ Project ”and put forward countermeasures.
