调动广大职工发展生产的积极性,是国有企业战胜当前困难和市场压力的重要手段。但作为调动积极性所惯用的精神鼓励和物质鼓励方式,目前都经受着现实社会的严峻挑战:人为强化了的物质鼓励,普遍存在着物质供给不足和副作用过大等社会问题。精神鼓励,虽然对调节人的内在意识和外显行为有着其他鼓励方式无可替代的作用,但目前的运行状态却并不理想。因此,重建精神鼓励的优势,是企业思想政治工作亟待解决的“新”课题。
Mobilizing the enthusiasm of the broad masses of workers and staff to develop production is an important means for state-owned enterprises to overcome current difficulties and market pressures. However, the usual mode of spiritual encouragement and material encouragement that motivates the enthusiasm are all currently experiencing the severe challenges of the real society: man-made material encouragement, and widespread social problems such as insufficient material supply and excessive side effects. Although the encouragement of spirit is irreplaceable to other ways of encouraging the adjustment of people’s internal awareness and explicit behavior, the present state of operation is not satisfactory. Therefore, the advantage of rebuilding the spirit of encouragement is a “new” issue to be solved in ideological and political work in enterprises.
