从理论是讲,一项新的制度安排对经济的影响无外乎改变了经济主体的成本-收益预期或其所面临的选择集合,单个经济体经济行为的变化及其之间的相互作用,使经济整体产生这样或那样的变化,并反作用于其中的个人或实体。这是一个不同利益主体相互博弈的过程,更多不确定的因素夹杂其中,使得任何试图对其未来结果进行预见的尝试变得困难重重。选择CEPA——一项涉及区域与区域之间竞合关系安排的协议——究竟会对上海产生什么影响这样一个主题,对我们而言无疑也是一种挑战。但我们仍愿意做这样的尝试,因为我们知道在一个开放的经济系统中,CEPA出台,将不仅仅是平息了珠三角纷纷扰扰的
