镇海区在全省首创的发展党员全程票决制,具有制度设计精巧、事先优化掌控、事后追责等特点。该制度强化了基层党组织的责任感、加大了对票决对象的鞭策激励、有效保障了党员民主权利与主体地位、从源头提高了发展党员的质量。其实施过程中要防范程序操作变形、要合理地在制度上进行分类设计、要注重发挥机制的整体合力和现有“存量”党员质量的同步提高。该制度之所以能发挥实效,从根本上说是因为其吻合了我党党内民主发展的趋势,是党务公开的应有之义,是基层敢于创新、勤于创新、巧于创新的范本。
