乐清市地税局虹桥税务分局负责管辖虹桥、蒲歧、南岳、淡溪、石帆、清江、南塘、芙蓉八镇和天成、四都、雁湖、岭底四乡的地税征管及财政监管工作,辖区内共有企业1515家,个体工商业户3086户。2003年度共组织地税收入库11589万元,比上年度增长11.6%,2004年度地税收入14128万元,同比增长21.86%。2003年度通过创建温州市级“文明单位”、温州市级“文明服务示范点”、温州市级“青年文明号”称号的复评;2003年度虹桥税务分局被温州市财政、地税局和乐清市财政、地税局评为先进集体;2005年1月,被浙江省委、省府命名为省级文明单位。 全面落实ISO质量管理体系 去年,虹桥税务分局把全面导入ISO9000质量管理体系作为全面提高征管质量和服务质量的重要契机,以便使分局的各项工作得到全面提升。虹桥税务分局采取边学习、边运行、边完善的方式,全面导入ISO9000质量管理体系。边学习,全体干部对ISO9000作业指导书、质量手册、控制程序文件和质量管理体系记录清单及外来文件进行全文学习,每位同志针对自己工作岗位重点开展自学;边运行,就是根据ISO9000质量管理体系规定和要求进行落实;边完善,分局在实际工作中以目前存在与ISO9000质量管理体系规定和要求不相符的地方,进行全面审核,做到及时改进,逐步全面统一达到ISO9000规定和要求。通过努力,虹桥税务分局落实ISO9000质量管理体系取得了明显效果,分清了本职岗位、明确岗位责任和工作目标,理顺了各股协调关系,强化了征管职能,规范了办事流程,加强了档案资料管理,提高了办事效率和服务质量,并顺利通过ISO质量管理体系认证。
