笔者长期从事农村水利基础设施建设工作,并编制了遵义市东北四县正安县安场镇第一批至第五批农村饮水安全实施方案报告,在农村人畜饮水安全与饮水工程管理上有一些粗浅的认识,以供同仁们商榷。水是生命之源,解决农村人畜饮水安全尤为重要。为使农村供水的水质符合国家现行《生活饮用水水质标准》,解决农村人畜饮水安全与饮水工程管理,必须从以下几个方面着手:首先,保证水源的可持续性。水源布局一定要合理,既要考虑当前,又要考虑长远;既要考虑水量,又要考虑水质。有条件的地方,可以建设一些高标准的水源工程,保证群众在特大干旱年份有水吃。要十分珍惜深层地下水资源,确需开采深层地下水时,一定要做到采补平衡,确保水资源的可持续利用。其二,要保证工程的可持续性。要根据全面建设小康社会的需要和农民的承受能力确定工程建设规模和标准,建设资金要充足,
