烟草专卖管理体制对于我国国民经济的发展和财政收入的提高做出了不可磨灭的贡献。随着国内外环境的变化,我国烟草专卖管理体制面临新的挑战和竞争,在坚持烟草专卖体制的前提下,逐步推进烟草行业的市场化改革,平衡好国家的税收利益和消费者利益保护。
The tobacco monopoly management system has made an indelible contribution to the development of our national economy and the improvement of fiscal revenue. With the changes of the environment at home and abroad, the tobacco monopoly management system in our country faces new challenges and competitions. Under the precondition of adhering to the tobacco monopoly system, the tobacco industry’s market-based reform will be gradually promoted to balance the tax benefits of the country and the protection of consumers’ interests.
