苏联各报最近刊载赫鲁晓夫将在最高苏维埃下届会议上提出关于“进一步改进工业和建设管理组织”的报告中的主要论点。这些提议将广泛地由全体苏维埃劳动人民进行讨论,以期得出一般经济组织最正确和最有效的形式。这绝不是为了防止什么急迫的“危机”,而进行的一次“革命”,同时也不意味着放弃社会主义经济的基本原则。这是一个把苏联经济管理的机器,放在战后几年来在苏联经济中发生的重大质量变化的水平上的问题。各共和国和经济地区在经济管理方面的作用的增强,经济管理在地域上的正确分布,国民经济委员会的设立,这些构成改进方案中几个最重要的方面。这些问题都和更一般的经济问题,即社会主义制度下生产力的分布和地方化,有直接关系。现在到了一个新的阶段,必须进行更协调的地理上分布了。
The Soviet newspapers recently published the main arguments contained in Khrushchev’s report to be presented at the next Soviet Supreme Council on “Further Improving Industrial and Construction Management Organizations.” These proposals will be widely discussed by all the working people in the Soviet Union in the hope of arriving at the most correct and effective form of the general economic organization. This is by no means a “revolution” to prevent any pressing “crisis,” nor does it mean that we should give up the basic principle of a socialist economy. This is a question of putting the Soviet economic management machinery at a level of major qualitative changes that took place in the Soviet economy in the years after the war. The strengthening of the role of the republics and economic regions in economic management, the correct geographical distribution of economic management and the establishment of the national economic commission constitute the most important aspects of the improvement program. These problems are all directly related to the more general economic issue, that is, the distribution and localization of productive forces under the socialist system. It is time to come to a new phase that has to be coordinated more geographically.
