新一轮技术革命浪潮深刻改变了国家治理生态环境,世界主要发达国家都已将互联网思维置于战略高度来驱动国家治理转型。党中央顺应时代变革的要求,十八大以来不仅提出了“互联网+”的战略部署,同时也提出了实现国家治理体系和治理能力现代化的变革要求。因此,妥善运用互联网+政务推动国家治理能力现代化的进程是摆在公共组织尤其是政府部门面前的时代课题。
The wave of a new round of technological revolution has profoundly changed the state’s management of the ecological environment. All the major developed countries in the world have put Internet thinking at a strategic level to drive the transformation of state governance. Since the 18th CPC Congress, in conformity with the requirements of the reform of the times, the CPC Central Committee has not only put forward the strategic plan of “Internet +” but also put forth the reform requirements for the modernization of the state governing system and the government’s ability to govern. Therefore, the process of using the Internet + government affairs to promote the modernization of state governance is an issue of the times confronting public organizations, especially the government departments.
