党的十四届四中全会《决议》和中央制订的干部教育培训“九五”规划都明确提出,要对领导干部的理论学习进行考核测试。切实建立和严格执行对党政领导干部理论学习的考核测试制度,深入研究考核测试的标准和方法,有利于端正领导干部的学风,明确学习目标和努力的方向,有利于督促和规范领导干部的理论学习,有利于了解、发现、使用干部,有利于建设一支高素质的干部队伍。因此,健全完善的考核测试标准和方法,无论是对于贯彻党的十五大精神,还是落实干部教育“九五”规划,都具有十分重要的作用和意义。

Therefore, improving and perfecting the standards and methods of examination and assessment all play an important role and significance both in implementing the spirit of the 15th Party Congress and in implementing the Ninth Five-Year Plan for education of cadres.
