Culture is a physical and mental product created by human race in the long-time subsistence and multiplication and in labor and life.Differentnations create and develop different cultures and own them, so culture is an important part of an ethnic group, or even an important indicator distinguishing one ethnic group from another.The cultural rights is the rights of one ethnic group to own their own culture and have it sustained, preserved and developed, which is significant to judge the national equality as well as the subsistence and development of an ethnic group, and the mutual respect and unity among ethnic groups.The cultural rights constitute an important content of human rights.
