黑龙江省自2004年全部免征农业税起,针对“村提留”和“两工”取消后村级公益事业建设筹资筹劳渠道缺失的情况,决定每年由省财政预算安排1.1亿元资金,逐步建立起村级公益事业建设一事一议“以奖代补”制度。2008年,黑龙江被确定为村级公益事业一事一议财政奖补试点省份,以此为契机,继续加大对农村(农场)公益事业建设投入力度,调动了农民积极性,加快了农村公共事业发展,促进了农村社会全面进步。
