Shanghai is a frontier zone of China’s reform and opening up. Economic globalization and China’s accession to the WTO have provided a good environment for Shanghai to attract foreign investment. In recent years, more than 200 of the world’s top 500 enterprises have relocated their R & D centers to Shanghai. High-tech foreign enterprises to seize the beach in Shanghai to speed up the adjustment of industrial structure, high-tech enterprises in Shanghai has become the mainstay of the industrial structure.
