目的研究以战备训练牵引军民融合式医院持续发展路子和方法。方法在机制上求创新,建立健全编制外的医院管理策划中心,树立医院形象,打造品牌效应;在观念上求转变,战备训练与乡镇卫生院融合,组建属地战时卫勤保障组织;在技术上求输出,医疗协作与县级医院融合,对县医院给予技术支持;在特色上求突破,军民协作与企事业单位融合,走军民共建共赢之路;在能力上求拓展,全民医保与县、市医保新农合融合,建立健全各级医保组织与医院的军民共建关系。结果通过以上策略,军民融合机制让军队医院获得可持续发展的机会。结论走军民融合式共赢发展路子,领导重视是关键,政府支持是保证。
Objective To study ways and means of sustaining development by using combat readiness training to guide the integration of military and civilian hospitals. Methods In the mechanism of seeking innovation, establish and improve outside the preparation of the hospital management planning center, establish a hospital image, create brand effect; change in the concept, combat readiness training and township hospitals integration, set up ground-based ward medical support organization; in technology Seeking output, integrating medical treatment with county-level hospitals and providing technical support to county hospitals; seeking breakthroughs in characteristics; integrating civil and military cooperation with enterprises and institutions; and taking the path of building a win-win-win business relationship between civilians and civilians; With the county and city health insurance new rural cooperative integration, establish and improve medical insurance organizations at all levels and hospitals to build military and civilian relations. Results Through the above strategies, military and civilian integration mechanism to military hospitals access to sustainable development opportunities. Conclusion Taking the road of civil-military integration and win-win development, it is the key for leaders to attach importance to it. Government support is a guarantee.
