新形势下的腐败现象其实质是公共权力的变态发展,突出表现是以权谋私、权钱交易,产生原因是错综复杂的,其中既有政治的又有经济的和文化的因素。腐败问题严重损害了党和政府的形象,损害了广大人民群众的根本利益,因而有必要从改革政治经济体制,加强和完善权力监督机制等方面对其进行预防和控制。
The essence of corruption under the new situation is its pervasive development of public power. Outstanding manifestations are the abuse of power for personal gain and the trading of power and money. The reasons for this are complexities, including political as well as economic and cultural factors. Corruption has seriously damaged the image of the party and the government and undermined the fundamental interests of the broad masses of the people. Therefore, it is necessary to prevent and control them from the aspects of reforming the political and economic system and strengthening and improving the power supervision mechanism.
