何谓形式主义?一是唯上不顾下,成天琢磨上级领导有什么新意图,对基层单位和群众的要求和困难不闻不问。二是务虚不务实,面对工作任务,不是投入精力真抓实干,而是搞虚假的形式去应付,说起来头头是道,写出来连篇累牍,就是没有实际效果。三是追求轰动效应,不甘心默默无闻地奉献,而是热衷于出花样标新立异,有时甚至造假给上面领导看。四是搞短期行为,在经济建设中对立足长
