本文以完善我国的科学基金制为目的,就目前科学基金管理工作现状提出8项建议:继续完善配套政策措施,稳定支持基础性研究;尊重科学规律,实行目标管理;健全规章制度,坚持依法管理;重视系统方法,实行分层次管理;改进管理手段,促进信息管理;重视激励因素,搞好人才管理;引进竞争机制,加强成果管理;重视组织管理工作,加强管理队伍建设。
In order to perfect our country's science fund system, this paper puts forward eight suggestions on the current situation of science fund management: continue to improve the supporting policies and measures, support the basic research in a stable way, respect the scientific laws and implement the goal management, improve the rules and regulations, ; Emphasis on system approach, the implementation of hierarchical management; improve management tools to promote information management; emphasis on incentives, improve personnel management; introduction of competition mechanisms to strengthen the management of results; emphasis on organizational management and strengthen the management team building.
