垄断市场的形成与发展具有共同的规律和相似的机理,是多重因素综合作用的结果。其中,企业并购与反垄断法发挥主导作用。同时,反垄断执法又在很大程度上决定了并购效能的发挥。因此,突出反垄断执法的经济目标,坚持效率与创新并重原则,有利于发挥企业并购在做大做强民族企业中的加速作用,从而增强产业国际竞争力。
The formation and development of a monopoly market have common rules and similar mechanisms and are the result of a combination of multiple factors. Among them, M & A and antitrust laws play a leading role. At the same time, antitrust law enforcement to a large extent determines the performance of the M & A. Therefore, highlighting the economic objective of antitrust enforcement and adhering to the principle of paying equal attention to both efficiency and innovation will help accelerate the acceleration of M & A in the bigger and stronger national enterprises and thus enhance the international competitiveness of the industry.
