受自然和人类活动因素的影响,我国气候与世界气候一样,也在经历一场以变暖为特征的变化,极端天气事件发生频率增加,给生态系统和经济社会活动造成了巨大影响。目前,我国缺乏完整地应对气候变化的法律体系。应在整合现有法律法规的基础上,以应对气候变化这一新的问题为核心,广泛研究各国已有的立法例,逐步建立起以减缓和应对两大分支为主要内容的且内容完备、体系完善、措施得力、覆盖经济社会发展主要领域、体现中国国情的应对气候变化法律体系。
Affected by the factors of nature and human activities, the climate of our country is also undergoing a change characterized by warming, like the world climate. The frequency of extreme weather events has increased, causing great impacts on ecosystems and economic and social activities. At present, our country lacks a legal system that completely deals with climate change. Based on the integration of existing laws and regulations and the new issue of combating climate change, we should extensively study the legislation existing in various countries and gradually establish a comprehensive and comprehensive legal system that focuses on mitigating and coping with the two major branches. A sound system, effective measures to cover the main areas of economic and social development, reflecting China’s national climate change legal system.
