制约东北内蒙古国有林区经营绩效发挥的因素与对策分析

东北内蒙古国有林区有着丰富的自然资源,从新中国成立以来,累计向国家提供10亿多m3的木材,成为重要的木材生产基地,但是天保工程实施以来林区逐渐呈现出木材资源锐减、林区经济落后和林业企业效益不高等问题。文章针对制约东北国有林区经营组织绩效发挥的因素进行梳理和分析,为提高经营绩效并实现可持续利用森林资源提出对策建议。

Northeast China’s state-owned forest area is rich in natural resources. Since the founding of New China, the country has provided over 1 billion m3 of timber to the country and has become an important timber production base. However, since the implementation of the Natural Forest Protection Project, the wood resources gradually decreased and the forest resources decreased sharply. District economic backwardness and forestry enterprises benefit is not high and so on. This article combs and analyzes the factors that restrict the performance of the operating organizations in the Northeast National Forest Region, and puts forward countermeasures to improve the management performance and achieve the sustainable use of forest resources.
