在人才流动环境下,档案作为记录个人经历、政治面貌、品德作风等内容的文件材料,在人事活动中发挥着越来越重要的凭证、依据和参考作用,成为现代社会公共管理的一种信息载体。但相较之下,目前人事档案的内容还较为单一,已不能完全满足用人单位了解和掌握一个人全部信息的要求,特别是缺少反映当事人综合能力、诚信情况和有权威部门认定的业绩考核资料。因此,笔者认为,人事档案要与建立市场经济条件下的个人信用体系联系起来,以凭证部分、职业生涯、职业能力和信用记录为主要内容,并借鉴人事档案管理新手段,对档案信息实行动态化管理和维护,探索通过现代化手段建立人才业绩跟踪系统,不断提升人事档案的使用价值。
