1997年,是我国历史发展进程中极不平常的一年,我国将恢复对香港行使主权,中国共产党将召开第十五次全国代表大会,党中央、国务院对今年防汛抗旱工作高度重视,要求确保大江大河安全度汛,万无一失。因此做好今年的防汛抗旱工作,对保障国民经济持续、快速、健康发展和维护社会稳定,意义十分重大。地处祖国中原腹地的淮河流域作为我国七大江河流域之一,同时也是我国孕灾率最高的地区之一。
1997 is an extraordinary year in the history of our country. Our country will resume its exercise of sovereignty over Hong Kong and the Chinese Communist Party will hold the 15th National Congress. The CPC Central Committee and the State Council attach great importance to this year’s flood control and drought relief work, River flood safety, foolproof. Therefore, doing a good job in flood control and drought relief this year is of great significance to ensuring the sustained, rapid and healthy development of the national economy and maintaining social stability. The Huaihe River basin, located in the hinterland of the Central Plains of the motherland, is one of the seven major river basins in China and one of the areas with the highest rate of pregnancy and disaster in our country.
