From September 21 to September 23, 1989, the Hunan Provincial People's Government and the Leading Group for Science and Technology Cooperation of the Chinese Academy of Sciences held their first meeting in Changsha, Hunan. Wang Xiangtian, vice governor of Hunan Provincial Committee and vice governor of Hunan Province, Hu Qiheng, vice president of Chinese Academy of Sciences, and Hou Ziqiang, secretary general of Chinese Academy of Sciences attended the conference. During the meeting, Yu Qingchao, secretary of the CPC Hunan Provincial Committee, Chen Bangzhu, governor of the Hunan Provincial CPC Committee, and vice governor of the Hunan Provincial Party Committee and former head of the scientific and technological cooperation leading group of the provincial government met with the participants.
