实现公安机关指挥调度专业化,是确保有效处置各类警情的现实所需和战略选择。通过建设专业化的指挥调度机制、手段、队伍,推进公安机关职业化进程,促进现代警务机制建设,整合优化警务资源配置,提升驾驭治安大局能力。指挥调度专业化要素是:反应灵敏,具有高度敏感性;指令规范,具有实际操作性;主体唯一,具有无可替代性;程序固化,具有不可逆转性;过程灵活,具有随机应变性。基本原则是:效率优先、集中统一、分类分级、权责相符、适度容错、利益最大。
To achieve specialization in the command and dispatch of public security organs is a realistic and strategic choice for ensuring effective handling of all kinds of police intelligence. Through the construction of specialized command and dispatch mechanisms, means and teams to promote the professionalization of public security organs, promote the construction of modern policing mechanisms, integrate and optimize the allocation of policing resources and enhance the ability to control the overall situation of law and order.
