构建社会主义和谐社会,是我国推进经济社会发展的重要目标,也是经济社会发展的重要保障,更是我们党“立党为公,执政为民”宗旨在社会政策中的具体体现。从国际经验看,构建和谐社会应该从建立社会保障制度和福利事业做起,要有良好的社会政策、相关的法律保障、民间组织的积极参与,政府职能应该从直接管理变成为社会提供服务。“小政府,大社会”或“少政府,多市场”,使社会保障制度社会化, 是全球性发展趋势。
Building a harmonious socialist society is an important goal of our country in promoting economic and social development as well as an important guarantee for economic and social development. It is also a concrete manifestation of our party’s policy of “building the party for the interests of the public and governing for the people” in social policies. From an international experience, the construction of a harmonious society should start with the establishment of a social security system and welfare undertakings. Good social policies, relevant legal guarantees and active participation of non-governmental organizations should be established. Government functions should be changed from direct management to providing services to the community . “Small government, big society” or “less government and more markets” makes the social security system socialized and is a global trend of development.
