我国不断提出建设社会主义新农村的目标,不断调整农业政策,研究解决农民增收、农业增长、农村稳定的“三农”问题。为了促进农业的发展,我国政府连年增加财政资金在农业项目上的投入。这些资金的投入在一定程度上对提高农民收入、改善农村基础建设等方面起到重要作用。但是农业项目资金的使用和管理方面还存在一些问题,比如立项环节缺乏科学的决策、验收环节缺乏科学的评估、农业项目效益不好、效率低下等问题,如果问题得不到根本解决,政府资金投入就无法发挥出本质的效应,导致农业项目专项资金的浪费,影响了国家农业政策的贯彻落实情况。因此,本文分析了农业项目资金管理中出现的问题,并探讨了如何提高农业项目资金绩效管理的相关办法。
China has continuously put forward the goal of building a new socialist countryside and continuously adjusted its agricultural policies to study and solve the “three rural issues” of increasing peasants’ income, increasing agriculture and maintaining rural stability. In order to promote the development of agriculture, our government has increased the input of financial funds in agricultural projects year after year. To a certain extent, the investment of these funds plays an important role in raising farmers’ incomes and improving rural infrastructure. However, there are still some problems in the use and management of agricultural project funds, such as the lack of scientific decision-making at the establishment stage, the lack of scientific evaluation at the acceptance stage, the poor efficiency of agricultural projects and inefficiency. If the problem can not be solved at all, the government funds Investment will not be able to play its essential effect, resulting in the waste of special funds for agricultural projects, affecting the implementation of the state’s agricultural policy. Therefore, this paper analyzes the problems that arise in the management of agricultural project funds and discusses how to improve the performance management of agricultural projects.
