以往,无论是总结还是汇报中,市场监管部门都是在城市发挥职能作用、大显身手,对农村的监管往往是一笔带过。近两年来,通过力推“红盾护农行动”等,使从事市场监管的同志在农村监管中也有了可圈可点的成绩。然而这些成绩与党中央、国务院对工商部门的重托,与广大农民对工商部门的期望还有一些距离。通过“红盾护农行动”,打击假冒伪劣农资商品,我们帮助农民解决了生产环节的问题,做了守门站岗,减少损失的工作。充分行使工商职能,我们不仅可以帮助农民止损,还能帮助他们增收致富,这个职能就是大力培育和发展农村经纪人。通过农村经纪人,使一家一户的小生产与大流通对接,使广大农民增产增收。去年以来,国家工商总局刘凡副局长对江苏、黑龙江、四川等许多省工商部门培育发展农村经纪人的情况进行调研,回良玉副总理在国办《专报信息》上看到刘副局长的调研报告后批示:“大力培育农村经纪人,能有效地促进农业生产和市场需求的衔接,能推动农村经济结构的调整,也有利于农民的增收。”读了刘凡副局长的文章,能够使我们对发展农村经纪人问题有一个清楚的认识。这里还刊登了几篇地方工商部门同志的调研文章。希望这组文章有助于推动这项工作的广泛深入开展。专题主持赵强
