1.建立财政支持“三农”资金总量稳定增长的机制。要切实贯彻执行财政支农支出的法定增长比例;要加大国家新增财力和长期建设国债用于“三农”的支出比重;要认真落实土地出让金用于农业15%的政策规定。2.明确财政支农支出的重点。(1)加大对农业和农村基础设施建设投入;(2)支持农业结构调整;(3)支持完善农业社会化服务体系; (4)支持建立完善农业和农村的社会救助体系。3.进一步加大农村反贫困的政策支持力度。(1)合理增加财政扶贫资金。财政扶贫资金的增加要与政府职能、国家财力、贫困发生率及扶贫开发需要相适应。中央财政和地方各级财政都有责任增加扶贫投入。(2)继续保持并 1.
