本研究以保定市为例,构建了城市低碳发展评价指标体系。首先,对来自核心期刊的55篇低碳发展研究论文中所使用的评价指标进行编码和频次统计,共获得30个具有可操作性的高频评价指标。其次,基于上述评价指标在保定市的近年实际表现,采用验证性因子分析获得各指标的权重。最后,将保定市2006年到2011年的统计年鉴数据带入评价指标体系进行计算,从经济发展、社会支撑、自然环境、低碳能耗、低碳排放和低碳技术等六个方面对保定市的低碳发展状况进行评价,并针对评价结果提出政策建议,即优化产业结构,发展新兴产业;调整能源消费结构,降低对煤炭的依存度;加大扶持力度,促进低碳技术全面升级;增加碳汇建设,提高森林覆盖率;宣传低碳理念,倡导绿色生活。
Taking Baoding as an example, this study constructs the evaluation index system of urban low-carbon development. First, the coding and frequency statistics of the evaluation indexes used in the 55 low carbon development research papers from the core journals were obtained, and a total of 30 high frequency evaluation indexes were obtained. Secondly, based on the actual performance of the above evaluation index in recent years in Baoding, the weight of each index is obtained by confirmatory factor analysis. Finally, the statistical yearbook data of Baoding City from 2006 to 2011 is brought into the evaluation index system for calculation. From the aspects of economic development, social support, natural environment, low-carbon energy consumption, low-carbon emission and low-carbon technology, City’s low-carbon development status and make policy recommendations on the evaluation results, that is, optimize the industrial structure and develop new industries; adjust the energy consumption structure to reduce the dependence on coal; increase support to promote the comprehensive upgrading of low-carbon technology; Increase the construction of carbon sinks and increase the forest coverage; publicize the concept of low carbon and promote green living.
