2006 2月9日,国务院发布《国家中长期科学和技术发展规划纲要(2006-2020年)》。大型飞机重大专项被确定为16个重大科技专项之一。7月17日,国务院成立了大型飞机方案论证委员会,由李未、顾诵芬、张彦仲三位院士共同担任主任委员。8月17日,国务院成立大型飞机重大专项领导小组。2007 2月26日,国务院召开第170次常务会议,原则通过了《大型飞机方案论证报告》,原则批准大型飞机研制重大科技专项正式立项。8月30日,中央政治局召开第192次常委会,听取并同意国务院大型飞机重大专项领导小组《关于大型飞机重大专项有关情况的汇报》,决定成立大型客机项目筹备组。
On February 9, 2006, the State Council promulgated “National Medium and Long-term Plan for Science and Technology Development (2006-2020)”. Major projects of large aircraft have been identified as one of 16 major scientific and technological projects. On July 17, the State Council set up a large aircraft program demonstration committee, co-chaired by three academicians including Li Wei, Gu Songfen and Zhang Yanzhong. August 17, the State Council set up a large aircraft major special leading group. On February 26, 2007, the State Council held its 170th executive meeting. In principle, it passed the “Large Aircraft Program Argumentation Report”, which in principle approved the formal establishment of major scientific and technological projects for the development of large aircraft. On August 30, the CPC Central Committee Political Bureau held the 192nd standing committee to hear and agree with the State Council’s Major Leading Group on Major Aircraft Projects, “Report on Relevant Situations of Major Projects of Large Aircraft” and decided to set up a preparatory team for large-scale passenger aircraft projects.
