深圳特区十多年的成就是有目共睹的,是用活生生的事实来证明的。经验是什么?许多人都希望从中得到教益,也都在作出自己的判断。一曰政策优惠,最现实的是税收优惠,于是某些地方竞相减税,但成效并不理想。二曰投资环境,最直接的是硬环境“三通平”、“五通一平”、“七通一平”,但垫支太大,资金困难。三曰国家支持,事实并非如此,国家只是给政策,而不是供应物质、资金。
The achievements of the Shenzhen Special Economic Zone for more than a decade are evident to all and vividly demonstrated by living facts. What is the experience? Second, the investment environment, the most direct hard environment is the “three links,” “five links and one leveling”, “seven connections and one leveling”, but the support is too large, financial difficulties.
