交通运输是国家的“命脉经济部门” ,是构成国家经济安全的重要保证之一。在经济全球化的新形势下 ,在交通运输发展领域 ,国家经济安全面临着威胁 ,主要是来自国际运输企业的竞争和由外商直接投资而带来对国家经济利益和运输自主权的威胁。根据我国运输业的现状 ,从维护国家经济安全的角度出发 ,笔者认为我国应制定谨慎的市场准入政策 ,加强法制建设 ,完善运输法规体系 ,制定保护、扶持政策 ,依靠科技进步 ,采取直接补贴和各种适当的管制措施相结合 ,积极学习国外先进技术和管理方法 ,发展我国交通运输业 ,这才是保障国家经济安全的权宜之策。
Transportation is the country’s “lifeblood economic department” and is one of the important guarantees that make up the country’s economic security. Under the new situation of economic globalization, in the field of transportation development, the national economic security is facing threats mainly from the competition of international transport enterprises and the threat brought to the country’s economic interests and autonomy by foreign direct investment. According to the status quo of China’s transportation industry, from the perspective of safeguarding national economic security, the author believes that China should formulate a cautious market access policy, strengthen the legal system, perfect the transportation laws and regulations, formulate policies for protection and support, rely on scientific and technological progress and adopt direct subsidies In combination with various appropriate regulatory measures, we should actively study advanced foreign technologies and management methods and develop the transport industry in our country. This is an expedient measure to safeguard the country’s economic security.
