阜南縣在五二年冬修工程中,由於動員時沒做好精工工作,上工後又不注重環境衛生和飲食衛生,使病工日多,情况相當嚴里。阜陽專區衛生處在檢查後,已提出辦法積極組織輪迥治療,開展環境衛生運動。據五二年十二月的初步統計,診縣從冬修工程開始後,全總隊的七萬三千多民工初診人數已達一萬多人,佔總數百分之十四强;各大隊的門診病員每天平均在二三百人左右;重病收容室在十二月十一日至一月四日的二十五天中共收了重病民工一百六十一人,并已死亡四人。根據阜陽專區衛生生處副處長劉三祿同志親自至阜南檢查的結果,膫解了該縣民工發病率所以這樣高的原因是:
