刘寿生认为,《上海市商品包装物减量若干规定》的出台对于行业规范是一种积极的信号,但实施标准还需进一步完善。2012年11月21日,上海市十三届人大常委会第三十七次会议表决通过《上海市商品包装物减量若干规定》(以下简称《规定》),这是一部基于限制商品过度包装的创制性立法,促进生活垃圾源头减量的现实需要,在《中华人民共和国立法法》赋予地方立法权限内尝试强制规范商品包装。
