在“经济全球化”时代 ,西部大开发必须有国际眼光。本文提出时代主题、世界格局、经济发展和周边环境是影响中国西部大开发的四个最为基本的国际环境方面的因素 ,并展开论述 ,认为“和平与发展”的时代主题是从总体上、战略上影响西部大开发的重大命题 ,世界格局及其局部调整对我国加快西部大开发有着直接的影响 ;当代国际经济发展对我西部大开发特别是西部吸纳国外的资金、技术、管理、人才从而提高经济发展的水平 ,有着重要的影响 ,其不利影响方面不容忽视 ,西部需要从当前和长远两个方面深入研究 ,考虑应对的方略、措施 ,扩大对外开放领域 ,注重发挥大城市的作用 ;周边环境是最为直接影响西部大开发的国际环境 ,目前周边环境对西部大开发的有利影响比较明显 ,应充分予以利用 ,加强与周边国家的经济技术合作 ,建设中国西南面向东南亚、南亚的国际大通道 ,积极参与澜沧江 -湄公河次区域合作 ,促成中印缅孟次区域合作。
